CTI's offerings were originally developed at PricewaterhouseCoopers, LLP in the '90s by a team of lawyers, accountants, software programmers and operations personnel, all of whom specialized in section 1441 compliance problems.

In 2007 CTI joined forces with Burt, Staples & Maner, LLP, a law firm with deep tax technical expertise in the area of tax withholding and information return reporting.  Together, these two organizations offer the widest and deepest 1441 and related international tax law expertise in the world, from legal services to compliance strategy consulting and software for organizations of all types.
